Notice of Vacation Hearing for Rolling Shores Plat
NOTICE IS HEREBY GIVEN that the Town Board of Supervisors of the Town of Fish Lake, County of Chisago, State of Minnesota, will meet at 6:00 p.m. on June 11, 2018 at the Fish Lake Town Hall to consider vacation of a formerly shared septic utility easement in Rolling Shores (470th/Cambridge Dr) Drive as shown on attached Exhibit A.
The scheduled hearing is for the purpose of determining whether the above-described easement should be vacated. Such persons who desire to be heard with reference to this proposed vacation will be given the opportunity to be heard at this public hearing.

2018 Annual Meeting Notice
NOTICE OF ANNUAL MEETING AND ELECTION OF OFFICERS
Notice is hereby given to the qualified voters of FishT Lake Township, County of Chisago, State of Minnesota, the Annual Election of Town Officers and Annual Town Meeting will be held on Tuesday, March 13, 2018, at the Fish Lake Town Hall. Located at 2170 Brunswick Road, Harris, MN 55032.
In case of severe weather which warrants the closing of schools the Fish Lake Township Annual Election and Meeting may be postponed until Tuesday in March 2018. Election Polls will be open from 10:00 AM to 8:00 PM, at which time voters will elect: one (1) Supervisor to serve a three (3) year term. The Annual Meeting will commence at 8:05 p.m. to set tax levies and conduct all necessary business, prescribed by law.
Absentee ballots are available from the Town Clerk. Special office hours for absentee voting will be on Saturday, March 10, 2018, 10:00 AM to 12:00 PM. The Board of Canvass will be held Tuesday, March 13, 2018, directly after the Annual Town Meeting.

Broadband Business Subsidy Hearing

NOTICE OF PUBLIC HEARING
REGARDING PROPOSED PROPERTY TAX ABATEMENTS, ADOPTION OF BUSINESS SUBSIDY CRITERIA AND PROPOSED GRANTING OF BUSINESS SUBSIDY
NOTICE IS HEREBY GIVEN that the Town Board of Fish Lake Township, Minnesota, (the “Township”) will hold a public hearing at a meeting of the Town Board beginning at 7:00 p.m., on Monday, March 12, 2018, to be held at the Fish Lake Township Town Hall, 2170 Brunswick Road, Harris, Minnesota to consider:
(i) a proposal that the Township abate all or a portion of property taxes levied by the Township on the properties identified by the following parcel identification numbers (the “Property”): click here for list of property ids
The total amount of the taxes proposed to be abated by the Township on the Property for a period not to exceed 15 years is estimated to be not more than $1,248,446. The Town Board will consider the property tax abatement to assist in the financing a portion of the acquisition, construction and installation of high-speed internet within the Township (the “Project”);
The Township proposes to issue General Obligation Tax Abatement Bonds in an amount not to exceed $1,245,000 to finance the Project.
(ii) the proposed adoption of business subsidy criteria pursuant to Minnesota Statutes, Section 116J.993 through 116J.995; and
(iii) granting a business subsidy to Qwest Corporation, d/b/a Century Link QC for facilitation of the Project. Creation and retention of job goals is not a goal of the business subsidy for the Project and the Township will not require setting the wage and job goals for the Project in the business subsidy agreement.
Information about the proposed tax abatements, a copy of the proposed business subsidy criteria and a draft of the business subsidy agreement are on file and available for public inspection at the office of the Town Clerk at the Town Hall during regular business hours.
Any person with residence in or the owner of taxable property in the Township may file a written complaint with the Township if the Township fails to comply with Minnesota Statutes, Sections 116J.993 to 116J.995, and no action may be filed against the Township for the failure to comply unless a written complaint is filed.
All interested persons may appear at the public hearing and present their views orally or in writing. Anyone needing reasonable accommodations or an interpreter should contact the Town Clerk's office at the Town Hall, telephone (651) 674-7709.

Anchor Ave. Paving Project
Anchor Ave. Paving Project
On June 14th an Improvement Hearing was held at the Town Hall for parcel owners in the proposed assessment district (see map here). At the improvement hearing, interested persons were able to voice their concerns and ask questions. Every property owner with a parcel valued at over $10,000 in the proposed area of 145 parcels was notified by mail and approximately 30 residents attended the hearing.
This being a joint venture with Chisago County, the estimated cost to Fish Lake Township at the time of the improvement hearing for construction and paving of 2.1 miles of Anchor Ave. North of Cambridge Drive to the Township Line was $282,000 in which the Township as a whole would pay 25% and the residents in the proposed district would be assessed the remaining 75%.
After the bids were let and awarded by Chisago County the cost is estimated close to $212,000, including professional fees. The bid was awarded to Knife River and paving should be completed by fall.
Actual costs, interest, and pay off options will not be available until the project has been completed. An assessment hearing will be held after the project is complete and final costs are calculated. It is most likely that the assessment will begin in 2018.
The Town Board calculated the following allocation to be assessed to over 10 years.

Paving is scheduled to happen sometime between Sept. 21st - 29th. Paving will take place over a 2-3 day period followed by striping. The project should be completed by the end of September or beginning of October. At he Improvement Hearing the Residents asked for a cost comparison of a gravel road vs. a bituminous road. Katie Warner from the Engineering Firm of Bolton & Menk has prepared a 20-year cost comparison. The savings for a bitiminous road vs. a gravel road over a 20 year period is $473,755.20 (or $23,687.76 per year). See the full report here.
Residents in the district will be notified of an Assessment Hearing that will take place later this fall after the final costs have been computed. We have heard from a few residents that they thought there would be another hearing prior to the approval of the project and we apologize if there was any confusion.

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN THAT the Town Board of Fish Lake Township, Chisago County, Minnesota, will meet at the Town Hall located at 2170 Brunswick Road, Harris, Minnesota 55032 at 6:00 p.m. on June 14, 2017 to consider improvements to Anchor Avenue, all said improvements located within Fish Lake Township pursuant to Minnesota Statutes, Sections 420.011 to 429.111. The areas proposed to be assessed are all those properties abutting or having access to said road, all located in Fish Lake Township. The estimated cost of the improvements proposed by Fish Lake Township is $282,000. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvements will be heard at this meeting.

Notice is hereby given to qualified voters of Fish Lake Township, Chisago County, State of Minnesota, that filing for town office will be held for a two-week period beginning January 3, 2017 and ending on January 17, 2017 at 5:00 p.m. Filing will close on January 17, 2017 at 5:00 p.m.
Affidavits of Candidacy shall be filed with the Town Clerk at the Fish Lake Township Office, 2170 Brunswick Road, Harris, MN 55032. Filing fee is $2.00 Township office hours are Thursdays 10:30 a.m. to 12:30 p.m. To file, come to the town office during office hours or contact the Town Clerk, Andrea Nekowitsch to make an appointment. Otta Seal Enhancment Project
Anchor Ave. Gravel Road Enhancement Project
Chisago County is in the process of preparing Anchor Ave. for the gravel road enhancement "Otta Seal" product. It is scheduled to have the first lift installed on Friday, July 1st (weather permitting) and the second lift installed on Tuesday, July 5th.
We appreciate your patience during this process and would like to remind everyone that this is a test road for the County and this is the first road that this product is being applied to and there may be a bit of a learning curve and some adjustments may need to be made before and after installation.
Additional gravel is being added to prepare the road. The County will be back to detail and feather driveways and intersections. After the road has settled for a couple weeks the road will also be striped as well.

Notice is hereby given, that the Board of Review of the Township of Fish Lake, Chisago County, MN, will meet at the Office of the Clerk in said Township at 6:00 pm on Tuesday the 19th of April, 2016 for the purpose of reviewing and correcting the assessment of said Township for the year 2016. All persons considering themselves aggrieved by said assessment, or who wish to complain that the property of another is assessed too low, are hereby notified to appear at said meeting, and show cause having such assessment corrected. Superviosr Position Opening
Supervisor Elvin Norling is moving out of the Township soon and has resigned his position as Supervisor. If you are interested in becoming a Township Board member please send a bio/letter about yourself to the Township by July 13th and plan to attend the July 13, 2015 monthly meeting. At that time the Board will review candidates and appoint a Supervisor to fill the vacancy for seat #1.
This seat will then be up for election at the March 2016 annual meeting/election.
Board members serve 3 years terms. Qualified candidates must by at least 21 years of age and have resided in the Township for the past 30 days.
